State in Washington before my letter reaches Mr.Sanders, I

thought it well to let you know at once the state of mind

prevailing in New York.

Out of the "security moniea", that is to say, deposite

made by the Chinese dealers or sub-agents, Mr.Sanders tells

me that 100,000 has been repaid in the meantime out of

130,000.
